    Adopts the permanent rules of the 2015 Regular Session as the rules governing the 2016 Extra Session with the following changes: (1) limits the standing committees to Redistricting, and Rules and Operations of the Senate and sets out provisions for naming membership of those committees; (2) allows any member of the Senate to propose an amendment in committee, prohibits an amendment from being offered on the floor unless it was proposed in committee, and requires any amendment on a bill adopting a new redistricting plan to replace the entire bill text and be accompanied by a map showing all of the State’s Congressional districts; (3) sets out requirements for introduced bills, including that each bill be presented for first reading on the day that it is filed; (4) limits bills and resolutions that may be considered to those resolutions on rules governing the Extra Session and adjourning the Extra Session, those bills adopting redistricting plans for the House of Representatives of the US Congress, and those providing for the scheduling and implementation of the Congressional primary election in 2016; (5) requires all bills introduced and those received from the House to have first reading on the day that the bill is received and sets out rules governing the referral of the bills to committee; (6) requires all bills reported by committee to be given second reading and immediate consideration upon passage; (7) requires a bill that passes second reading to be placed on the calendar for immediate consideration on its third reading; and (8) allows same day concurrence with House amendments to and committee substitute for Senate bills.
