    Senate committee substitute to the 1st edition makes the following changes.

    Adds to the proposed changes to the Town of Black Mountain's charter, SL 1951-747, as amended. Removes the provision requiring a member of the board of aldermen to forfeit his or her office if convicted of a crime while in office. Makes language gender neutral. Specifies that the regular election for mayor and members of the board of aldermen is to be conducted using the nonpartisan plurality method pursuant to specified state law. Requires the Buncombe County Board of Elections to set the time period for filing notices of candidacy for candidates seeking municipal office and to notify the Town of the time period set.

    Similar to the proposed changes to the Town of Black Mountain's charter, amends the Town of Biltmore Forest's charter, SL 1923-32, as amended, as title indicates. Also provides that in 2020 and quadrennially thereafter, the mayor and three commissioners are to be elected to four-year terms using the nonpartisan plurality method pursuant to specified state law. Requires the Buncombe County Board of Elections to set the time period for filing notices of candidacy for candidates seeking municipal office and to notify the Town of the time period set. Prohibits holding a municipal election in 2019 and extends the terms of the mayor and three commissioners whose terms expire in 2019 until 2020. Regular municipal elections must be conducted in 2020.

    Further, amends the Town of Ronda's charter, SL 1961-810, as title indicates. Establishes that Town officers include a mayor and five commissioners, each serving four-year terms and elected using the nonpartisan plurality basis pursuant to specified state law.  Requires the Wilkes County Board of Elections to set the time period for filing notices of candidacy for candidates seeking municipal office and to notify the Town of the time period set. Extends the terms of the mayor and two commissioners whose terms expire in 2019 until 2020, and the terms of the three commissioners whose terms expire in 2021 until 2022. Also provides that in 2020 and quadrennially thereafter, the mayor and two commissioners are to be elected to four-year terms, and in 2022 and quadrennially thereafter, three commissioners are to be elected to four-year terms. Prohibits holding a municipal election in 2019. Regular municipal elections must be conducted in 2020.

Also provides that in 2020 and quadrennially thereafter, three aldermen are to be elected to four-year terms and in 2022 and quadrennially thereafter, the mayor and two aldermen are to be elected to serve four-year terms. Prohibits holding a municipal election in 2019 and extends the terms of the three members of the Board of Aldermen elected in 2015 until 2020, and the mayor and the two members of the Board of Aldermen elected in 2017 are extended until 2022. Regular municipal elections must be conducted in 2020.
